For most ongoing residential tenancies in Oregon, ORS 90.323 requires at least 90 days' written notice before a rent increase, and ORS 90.324 caps annual increases at 7% plus the West Region CPI subject to a 10% hard ceiling. No increase is allowed during the first year of a month-to-month tenancy. New construction (within 15 years of the certificate of occupancy) is exempt from the cap, not the notice.
The landlord must deliver written notice of the increase at least 90 calendar days before it takes effect. If served by first class mail, ORS 90.155(1)(c) adds three more days to the notice period.
